FBR seeks list of officers who helped cross tax target

Announces special bonus for them for collecting taxes in excess during Oct to Dec period

The Federal Board of Revenue (FBR) has decided to give two to four basic salaries as special bonus to the officers of grades one to 20 as they helped in collecting taxes in excess of the target set for the second quarter of the current fiscal year 2023-24 (October to December 2023).

According to a document available with The Express Tribune, the FBR asked all Large Taxpayers Offices, Medium Taxpayers Offices, Corporate Tax Offices and Regional Tax Offices heads and similarly the heads of field offices of Customs for lists of officials and officers who have shown excellent performance in achieving the tax collection target.

It directed that lists of personnel should be compiled and sent electronically as per the format sent by the FBR immediately.

“The mechanism and formula based on the details of performance evaluation of officials and officers has also been sent to the field formations by the FBR.”

According to the document, the officials and officers of the FBR and field offices who have performed outstandingly in the second quarter of the current financial year will be awarded under the Inland Revenue Rules 2021.

According to the document, the heads of the field offices have been asked to send the lists of officers and personnel with outstanding performance in MS Excel format, in which full details including the name of the officer, his position, his basic pay scale and basic pay and category should be provided.

The document states that the heads of field offices have been asked to keep in mind the fixed rate for officers and personnel for sending names for reward.

According to the fixed rate limit for providing rewards to the officers, 15 per cent will be those who showed good performance, 25 per cent very good performance and 60 per cent good performance.

According to the document, the names of the officers of grades 17 and 18 with outstanding performance should also be sent to the FBR based on the performance during the second quarter (October to December) in the covering letter.

The document further states that separate committees should be formed to evaluate the performance of officers of Grade 17 and above, while separate committees should be formed to evaluate the performance of officers of grades one to 16, including those of Grade 17 and above.

It has been said that the Inland Revenue chief commissioners will not send the names of those officers and officials for rewards who were on leave most of the time during October to December, and the officers who were on leave most of the time during the said would will not be included in their recommendation list. In their list of recommendations, they will also inform about the names of the officers and personnel who were mostly on leave during the said period.
