The Islamabad High Court has issued notices to cabinet secretary, interior secretary and establishment division secretary, seeking their reply to the petition against the appointment of chairman and board members of the Capital Development Authority (CDA), summoning the DG Admin in personal capacity on the next hearing.

IHC Chief Justice Amir Farooq heard the petition filed by CDA Labour Union Secretary, Amanullah. Advocate Kashif Malik, the counsel for the petitioner, appeared before the court and adopted the stance that the appointment is a violation of the law in the context of a judgment passed by the High Court in 2018.

“The appointed officers do not possess relevant experience and education in the field. The CDA board members have formulated a policy for themselves, under which they will get one kanal plot within six months,” the petitioner’s counsel argued and added that over 100 employees belonging to different departments were posted in the CDA on deputation just to reward them with a plot.

“Officers of grade 20 are posted in CDA, while officers of grade 19 have been posted above them. The High Court had written in its judgment that an ex-officio cannot be appointed as a chairman or a member of the board,” Advocate Malik contended.

He requested the court to declare the appointment of the CDA chairman and board members in violation of the orders of the high court and restrain them from holding their respective positions.
