Both the cases have been registered after the approval of the Sindh government’s anti-corruption committee in a high-level meeting. According to the text of the FIR, MDA officers including Mohammad Shail, bought expensive vehicles despite the Sindh government’s ban. The MDA officers awarded the contract to the firm Contact Plus by violating the Sindh Public Procurement Regulatory Authority (SPPRA), for allotting the authority’s plots through e-balloting.

An experienced and well-reputed organisation like NADRA was ignored for e-balloting. According to the text of the case Rs9.729 million was paid to Contact Plus against the rules. In MDA, various persons were recruited on illegal contracts and entrusted with the most important jobs.
