SC tells police to improve quality of investigation
A three-member bench of the Supreme Court, headed by Chief Justice of Pakistan Umar Atta Bandial, observed on Wednesday that experienced police officers should be appointed to investigate the criminal cases to improve the quality of investigation.
While hearing a case against the transfer of police officers on political grounds, the bench sought reports from the governments of Punjab, Sindh, Balochistan and Khyber-Pakhtunkhwa and from the Islamabad police regarding the transfer of police officers on political grounds.
The court noted that the Islamabad police had not provided details of the postings and appointments. It said that Islamabad police as well as the provinces should ensure the implementation of Police Order 2002. The province and Islamabad police should improve the quality of investigation of cases, it added.
The bench observed that the courts faced difficulties in deciding cases due to substandard police investigation, stressing that experienced and expert officers should be appointed for the investigation of the criminal cases.
Sitting on the bench, Justice Athar Minallah enquired when was the last meeting of the National Police Board held. The judge noted that problems occur in all the provinces, because no meeting of the National Police Board was held.
The Chief Justice said that in all the reports submitted by the police, the problem of non-availability of funds was mentioned. Even vehicles were not available to the police for investigation and investigation,” the chief justice pointed out.
The chief justices sought a report about the funds released to the police. The court adjourned the hearing for one month, giving Islamabad police time to submit the details of the transfers and postings in one month.
