PAC orders probe into PSF secy’s ‘illegal’ appointment

Chairman says Sui companies were only directed to issue notices to defaulters

ISLAMABAD:

The Public Accounts Committee (PAC) has declared the appointment of the secretary of the Pakistan Science Foundation (PSF) illegal and has sent the case to the Federal Investigation Agency (FIA).

The FIA chief has been instructed to investigate and submit a report within seven days on illegal appointments within the foundation.

The meeting of the PAC was chaired by Chairman Noor Alam Khan. In the meeting, the audit paragraphs of PSF were reviewed.

The PAC chief asked who audited this institution. The auditors were directed to impose responsibility, but later these paragraphs were settled, he added.

How the audit settles the audit paras is the sole discretion of the PAC, he further said.

In the meeting, the PAC declared the appointment of the secretary illegal and sent the case of appointment to the FIA.

The chairman directed the FIA to investigate the illegal appointments in the PSF within seven days and sought a report as well.

Briefing the PAC in the meeting, the officials said that the PSF secretary was recruited as a science officer in BS-17. The science officer was later promoted to additional director of BS-19 before being promoted to BS-20 and then appointed as the secretary, they added.

Senator Mohsin Aziz said that many of their orders are not implemented.

PAC had given orders to Sui companies to collect gas cess only from defaulters, but Sui Northern Gas Pipelines Limited (SNGPL) has issued notices to all companies, he added.

On this, Chairman Khan said that the committee had given instructions to collect money only from defaulters.

The auditor general told the committee that PAC had directed the recovery of Rs67 billion, which did not include court cases. We also forwarded the same PAC instructions to the Sui companies, he added.
