Over 100 CEOs urge US Congress to pass China competition bill

Legislation includes $52b in federal funding to expand US semiconductor manufacturing capacity

WASHINGTON:

Chief executives from Alphabet Inc, Amazon.com Inc and Microsoft Corp on Wednesday called on Congress to pass legislation aimed at boosting US economic competitiveness against China, including in chip manufacturing.

Those executives and more than 100 others signed a letter urging the US House of Representatives and Senate, which each have passed different versions of the legislation, to reach an agreement and send a bill to President Joe Biden for his signature.

Legislators will break for a summer recess in August, after which most observers expect lawmakers to shift their attention to this fall's midterm elections.

"Our global competitors are investing in their industry, their workers, and their economies, and it is imperative that Congress act to enhance US competitiveness," said the letter

The Semiconductor Industry Association (SIA), which organised the letter signing, said the letter was the largest group of corporate leaders so far to endorse the bill.

The legislation includes $52 billion in federal funding to expand US semiconductor manufacturing capacity, which happens in factories called "fabs," short for fabrication plants.

“The leaders of our industry are under pressure to get fabs up to respond to the growing demand for chips. And they can't wait,” SIA CEO John Neuffer said, adding that the bill would “ensure that more of those fabs are going to be built in the US rather than overseas”.

The SIA is also calling for an investment tax credit for semiconductor manufacturing and design in the competitiveness legislation.

Democratic House Majority Leader Steny Hoyer said he hoped lawmakers could complete the legislation by the end of the month. He added that Republican Senate Minority Leader Mitch McConnell told him “he is not going to do anything to oppose or undermine consideration of this bill.”

I know US and UK has blacklisted China when it comes to transfer of critical semiconductor technology. ASML of Netherlands also blocked transfer of chip technology EUV Lithography to China. On the other hand Chinese SMIC is not that much capable to produce micro chips for its needs. It roughly produces 5-10 of China s chip needs. Currently Chip sector is dominated by design i-e fabless from Intel Nvidia AMD Qualcommn Broadcomm ARM TI Siemens Samsung Sony while manfuacturing i-e foundries from TSMC Samsung Foxconn Sony TSMIC etc. Most of the microchips that the world use today are manufactured using foundries from Chinese Taiwan s company TSMC. While China wants to take back its part Taiwan there is uncertainty in the world about semiconductor supply chains also there is a problem for China which is even if it takes back Taiwan it would not be able to get its proper hands on Taiwan semiconductor manufacturing because it is very very very high tech sector. It needs best of the best minds in the electronics electrical telecom engineering and solid states physicsts. The most capable and deligent group of scientists with vast experience of 20-30 years in the field of semiconductor. Also TSMC depends on US and Japan for chip manufacturing and then chemicals needed to manufacture chips. Also the software comes from US. That s why China needs massive plans to counter any move by west of chip technology transfer. China needs to hire best of the best minds to break the western monopoly on chip sector which is used in cars electronics smartphones laptops computers defence satellites nuclear plants. In short a chip is used in everything literally everything. China must shift its 54nm or 39nm or 26nm manufacturing to Pakistan and focus on 10nm 11nm 7nm 9nm semiconductor manufacturing technologies which are considered state of the art and are manufactured using advanced chip technology. In today s world remember one thing It is very very easy to make an atomic bomb as compared to designing and manufacturing a chip in your country . Because it is very advanced technology scientists with a lot of experience are needed in this field just like an atomic bomb when it is at inital stage of design and building. Everything needs hard working love and devotion to complete.
