Only devolution can bring change: Kamal

PSP chief says country needs three constitutional amendments

Pak Sarzameen Party Chairperson Mustafa Kamal

KARACHI:

Pak Sarzameen Party Chairman Syed Mustafa Kamal said on Saturday that no change could take place in the country unless powers and resources were devolved to the UC level.

He bemoaned that powers have been restricted to the Chief Minister House since the enactment of the 18th Amendment.

"The Sindh Chief Minister is in charge of Rs1,200 billion, but doesn't devolve powers and resources to the UC level," he alleged.

"Sindh government has accepted 80% of our demands. We didn't end the sit in; we simply postponed the protest. We are examining how much action was taken on what was agreed upon."

He said Pakistan needs three constitutional amendments.

"Just as the provinces get money from the federation, so the money from the provinces must goes to the lower level. The entire chapter of the LG system should be written in the constitution."

Kamal said that as long as there is no local government system, elections of the national and provincial Assemblies should not be held.

"These 3 three should be written in the constitution." The PSP chief boasted that he only spent 300 billion during his time as mayor.

"I established a network of flyovers, underpasses, parks and schools."

He said that there is no party in Sindh which is not talking about local government.

"We were talking about this six years ago. We also protested in 2017. The Sindh government not only arrested, but we were brutally manhandled by police."
