Punjab govt ignores policy of three-year officer postings

The Rawalpindi district witnessed premature transfer and posting of senior officers in the administration and police during the Pakistan Tehreek-e-Insaf government in the province.

A total of 26 officers have been shuffled on five major posts of the district in the last over three years before completing their tenure.

The main reason for the early posting and transfer of officers is said to be the displeasure of the Punjab government over their performance.

On the other hand, officers were also disappointed over the lack of any proper policy for transfer and transfer orders.

During the last three-and-a-half-year of the PTI government, the Rawalpindi division saw the transfer and posting of four commissioners, six deputy commissioners, six regional police officers (RPOs), five City Police Officers (CPOs) and City Traffic Officers (CTOs).

As soon as the PTI Punjab government came to power, it replaced the Deputy Commissioner of Rawalpindi, Omar Jahangir with Muhammad Ali Randhawa. A year after the appointment, the Punjab government replaced Muhammad Ali Randhawa with Saifullah Khokhar as the new DC of Rawalpindi.

Shortly after his deployment, Saifullah Khokhar was transferred as well and Capt (retd) Anwar ul Haq replaced him. Anwar ul Haq was transferred due to the Ring Road scandal and Amir Atiq Khan was appointed as the deputy commissioner. The Punjab government again replaced Amir Atiq Khan by appointing Muhammad Ali as the deputy commissioner Rawalpindi.

Muhammad Ali was replaced after the Murree tragedy and he was replaced by Tahir Farooq as the Rawalpindi DC. The Punjab government replaced RPO Fakhr Sultan Raja at the beginning of his tenure and appointed Fayyaz Deo as his replacement.

A few months later, Asad Ishaq Jahangir was appointed as the RPO and then a few months later, Muhammad Ehsan Tufail assumed the charge of the RPO.

A few months later, the RPO was changed and Sohail Habib Tajik was posted as RPO Rawalpindi. After a few months, Sohail Habib Tajik was transferred and Imran Ahmar was posted as the RPO. Later, Sohail Habib Tajik was replaced by Imran Ahmar as the RPO. A year-and-a-half later, Imran Ahmar was replaced by Ashfaq Ahmed Khan as the RPO.

The Punjab government replaced five CPOs in three-and-a-half-year.

At the beginning of his tenure, CPO Abbas Ahsan was transferred, Faisal Rana was appointed as the CPO. A few months later, Faisal Rana was transferred and Ahsan Younis was appointed as the CPO.

Ahsan Younis was the only police officer to hold the post for two years. Ahsan Younis was transferred in November 2021 and Athar Ismail was appointed in his place.

After that, Sajid Kayani was posted as CPO Rawalpindi, who remained held the post of CPO for a month-and-a-half before he was transferred after the Murree incident even though during the Murree tragedy, CPO Sajid Kayani was the only police officer who was seen helping tourists.

Similarly, five officers CTOs, the highest post of Rawalpindi Traffic Police, were transferred.
