Chief Minister Sindh appeared in the Supreme Court in a case pertaining to encroachments on nullahs.
Chief Justice Gulzar Ahmed in his remarks said that the court had read his statement. "You say there is a mafia, but who will control this mafia?" the CJP remarked.
Justice Ijazul Ahsan remarked, "Who is running Karachi? All institutions are paralysed. Is Karachi running on its own? No institution including KDA, KMC, SBCA, is functioning properly."
Shah said, "We have sent request to the federal government to appoint officers in grade 21 so that the affairs of provincial government can be run properly."
The Chief Justice remarked, "You are mentioning the federal government in every issue. What would you do if the federation comes here?"
A bench, headed by Chief Justice of Pakistan Justice Gulzar Ahmed and comprising Justice Ijazul Ahsan and Justice Qazi Muhammad Amin Ahmed, heard the Gujjar Nullah case.

Sindh Advocate General, Salman Talib-ud-Din appeared in the court. The chief justice inquired, "Tell me, what progress has been made? What is happening on the ground?"
The AG stated that the Sindh CM had submitted the report. Some financial issues are coming up. The court expressed dissatisfaction over the reply.
The chief justice asked what has been done so far for the rehabilitation of victims. The apex court ordered the provision of alternative locations to the victims.
Addressing the Sindh CM, the CJ said you have been trying to improve the city since long but no progress has been made so far.
The chief minister said, "We are making efforts to fix irregularities that happened in the past."
