Early establishment of forensic labs sought

Justice committee also resolves to speed up disposal of cases

The Provincial Justice Committee (PJC) of Sindh held a meeting on Saturday, where the committee emphasised the need to expedite the work to establish forensic laboratories in the province.

The meeting, chaired by Sindh High Court Chief Justice Ahmed Ali Sheikh, also included the Sindh home secretary, law secretary, IGP, Prisons IG, prosecutor general and others. According to Justice Sheikh, the apex body aims to provide effective administration of justice and impartial rule of law by addressing challenges in the provincial law and justice sectors.

The committee recognised the need to speed up the process of disposal of cases, adding that the timelines for disposal of cases in the National Judicial Policy must be followed in letter and in spirit.

It also recommended adding a column in the challans regarding the criminal record of the accused.

Moreover, the PJC stressed the need for the provincial government to ensure the provision of basic amenities to prisoners and update the infrastructure of Sindh's prisons. Further, to speed up the disposal of cases, video-link facilities should be established between courts and prisons, the committee suggested.

Meanwhile, Karachi AIG Ghulam Nabi Memon apprised the participants of the meeting that they had commenced investigation processes following the modern scientific approach, including the use of DNA testing, fingerprints examination, firearms and ballistic analysis and others.

Memon further stated that police encounters that took place in different districts were being investigated impartially, while adding that action had been taken to curb begging in the streets. Further, he shared the statistics about the number and types of street crimes and their year-wise comparison, which suggested a slight reduction in vehicle snatching and theft.

The AIG also informed the participants that 11 crime cell units had been established that would assist investigation officers in carrying out systematic and scientific investigations.

The PJC endorsed the recommendations of the police department regarding the up-gradation of the investigation branch, as well as its required logistic, technical and forensic needs.

Justice Sheikh stressed the need to improve the investigation process, which would otherwise negatively impact the fate of trials, extending unwarranted benefits to the accused.

Meanwhile, the Sindh home secretary updated the participants about the Safe City Project. The committee resolved that the project would be accelerated by the relevant departments to ensure the safety of citizens.
