Poor investigations in Pindi irk Punjab IGP

Directs strict departmental action against investigation officers

The Punjab Inspector General (IG) for police investigation has expressed serious concerns over the poor state of investigations carried out by the Rawalpindi Police Investigation Wing, especially in cases of heinous crimes such as rape, The Express Tribune learnt.

Sources said that the IG Investigation recently wrote to the Rawalpindi Regional Police Officer (RPO) seeking support for investigations.

Subsequently, the IG directed the RPO to address issues, eliminate the discrepancies reported in the investigation of some 90 cases of rape, murder, robbery. Further, he directed to expedite the investigation process.

Moreover, the RPO has been further instructed to submit a report about the progress made with him in a month. Or else, the directed to conduct carry out strict departmental action against the relevant investigation officers (IOs).

As per the letter, seen by The Express Tribune, the IG stated that the police performance report from January to July 31, 2020, had highlighted severe discrepancies in the investigation process. He cited that the probe of over 90 cases involving killings, rapes, and robberies remained poor. He added that in all 90 cases, wanted criminals and suspects haven’t been arrested so far while in several rape cases, the forensic reports have yet to be procured.

The IG said that due to the lethargic performance of the Rawalpindi Police Investigation Wing, charge-sheets in all 90 cases could not be presented in the courts. Therefore, he directed the RPO to expedite probes into the cases and submit the charge-sheets in the courts within a month.

RPO has also been ordered to launch stringent departmental action against the personnel not complying with the orders.

Officers transferred

The Punjab IGP has transferred some 46 police officials including SPs and DSPs from Rawalpindi on Tuesday.

In separate notifications, IG Inam Ghani transferred Basic Pay Scale (BPS) grade 18, SP Asif Amin, to Multan as the new Operations SSP. Meanwhile, Faisalabad Investigation SSP Muhammad Kashif has been given the responsibility of the Faisalabad Operations SSP.

Further, Muhammad Akmal will assume the charge of Lahore Security ASP while Amir Khalil has been deployed as Rawalpindi Police Training School SP from Sihala Police College.

Rawalpindi Cantt ASP Kamran Hamid has been transferred to Bahawalnagar Minchinabad as SDPO while Kotli Sattiyan DSP Abdul Rehman has been deployed as Khushab Organised Crime DSP against an existing vacancy.

Sargodha Kot Momin SDPO Ejaz Shah will now serve as Rawalpindi Investigation-III DSP.

ACU officers transferred

The Punjab Anti-Corruption Unit (ACU) has repatriated to their parent departments some 72 officials, including 51 policemen, who had been serving in the unit for years.

All these officials have been performing up to the mark, ACU officials said.

They added that the officials had been deployed in the unit from PAS, PMS, police, and other departments.

Among those repatriated were five directors, six deputy directors, and assistant directors.

Further, 29 inspectors, four DSPs, a sub-inspector and four assistant sub-inspectors (ASIs), five head constables, and eight constables have been sent back to the police department as well.

ACU Director General (DG) Gohar Nafees said that there was no place for insolent officials in the unit.
