ISLAMABAD:
Federal Minister for Science and Technology Fawad Chaudhry on Saturday urged the Supreme Court to take notice of the alleged violation of Article 140-A of the Constitution in distribution of funds by the provincial governments.

“Billions of rupees of funds and block allocations at the discretion of chief ministers are not only a violation of the policy of the federal government rather it is a serious violation of Article A-140 of the Constitution,” he said in a series of tweets.

Paragraph 1 of Article 140 A of the Constitution states: “Each Province shall, by law, establish a local government system and devolve political, administrative and financial responsibility and authority to the elected representatives of the local governments.”


The science minister said the final decision on the differences between the federation and the provinces was the responsibility of the apex court. “And, it will be a great service to the nation,” he added.

Questioning the province’s annual outlay, Fawad claimed that there is no mention of the Provincial Finance Award in the budgets of all provincial governments.

He demanded of the top court to look into the alleged violation of Article 140-A of the Constitution and the way resources are being distributed among the provinces.

Fawad said: “The country cannot progress unless there is a fair distribution of provincial resources in the districts.”
