ISLAMABAD/KARACHI/LAHORE/PESHAWAR/QUETTA/MUZAFFARABAD:
The novel coronavirus emerged in the central China city of Wuhan towards the end of last year and proliferated to almost the whole world within a couple of months. It’s not the virulence or fatality, but the infectivity of the new virus – also known as SARS-CoV-2 – that has set off a global frenzy.

The Covid-19 respiratory illness caused by this mysterious contagion has so far infected more than 7.2 million people in 202 countries and territories of the world – and over 410,000 of them have died and counting.

Pakistan, despite its close proximity with China, remained coronavirus-free until February 26 when a young man from Karachi tested positive after returning from Iran – one of the worst-hit countries. After a brief hiatus following the first case, Covid-19 cases spiked as more pilgrims returning from Iran tested positive for the virus.

Nearly one-and-a-half months after imposing the lockdown across the country, Prime Minister Imran Khan announced to ease the lockdown in phases.

The nationwide tally of Covid-19 patients stands at 129,236 with 47,382 cases in Punjab, 49,256 in Sindh, 16,415 in Khyber-Pakhtunkhwa, 7,866 in Balochistan, 1,044 in Gilgit-Baltistan, 6,699 in Islamabad and 574 in Azad Jammu and Kashmir.

The virus has claimed at least 2,496 lives while around 40,247 coronavirus patients have recovered.

The situation remains fluid and we’re updating stats as soon as new figures are officially released.

Only 86 members (one-fourth of the total 342-member house), 46 from the treasury and 40 from the opposition, were allowed to participate in the session, leaving the spacious hall of the lower house of parliament with lots of empty seats.

As Industries Minister Hammad Azhar presented the budget for the new fiscal year, opposition benches shouted slogans and carried placards against Prime Minister Imran Khan, who was also in attendance.

Loud slogans against the premier and table-thumping by the opposition members was witnessed as Azhar highlighted the PTI-led government’s efforts to streamline the economy.

10:00 am: Covid-19 shock may increase Pakistan's debt-to-GDP ratio

The total public debt of Pakistan increased 7.6% in first nine months of the current fiscal year compared to the same period of last year, reveals Pakistan Economic Survey 2019-20.

Total public debt was recorded at Rs35,207 billion at the end of March 2020 compared with Rs32,708 billion at the end of June 2019, registering an increase of Rs2,499 billion in first nine months of FY20. Federal government borrowing for financing its deficit came in at Rs2,080 billion during the nine-month period under review.

“This differential is mainly attributable to the depreciation of Pak rupee against the US dollar, increase in cash balances of the federal government and the difference between face value (which is used for recording of debt) and the realised value (which is recorded as budgetary receipt) of PIBs (Pakistan Investment Bonds) issued during the said period,” the survey said.

Of the total debt level, Rs22,478 billion comprised the domestic debt whereas Rs12,729 billion was the external debt. Contrary to last year, most of the net domestic debt raised during first nine months of the current fiscal year was through medium-to-long-term government securities (PIBs) and National Savings Schemes (NSS), said the survey.

Even within short-term floating debt, the government borrowed mostly via 12-month treasury bills (T-bills). Resultantly, the share of three-month bills in the total T-bills portfolio shrank to around 28% at the end of March 2020 compared with around 100% at the end of June 2019.

On the external front, all of the net external debt raised in first nine months of FY20 was from multilateral and bilateral sources.

The government also expects a second wave of Covid-19 that “could further threaten macroeconomic stability and socio-economic outcomes”.

The higher public debt, which is currently estimated at 88%, would be “problematic” and financing for development projects might become scarce. Revenue would be difficult to increase and the expenditure demand might be immense.
