QUETTA: Chief Minister Inspection Team (CMIT) Chairman Sajjad Ahmed Bhutta said on Monday that action has been recommended against government officials under Volition Beda Act after investigation of development schemes.
He was speaking at a meeting to review the performance of CMIT and its affairs chaired by Balochistan Chief Minister Jam Kamal.
“The CMIT has investigated 1,022 development schemes completed during 2018-19 and found 132 government officials involved in irregularities, therefore, action will be initiated against them,” said Bhutta, adding that 890 flawed schemes were identified during the period.
Giving details about the inspection of ongoing projects in the current year, the chairman said that action would also be initiated against 44 officers under the act after probing 505 schemes of 2019-20.
He added that the team received 161 complaints which have been forwarded for legal process.
The chairman briefed the meeting about prospective plans of amendments and legislations which would increase the efficiency of team doing inspection of projects.
Addressing the participants of the meeting, Kamal said that the government would ensure timely completion of ongoing and pending development schemes without any flaw and corruption.
“CMIT has been mobilised to ensure management of financial affairs and quality of projects,” said the CM, adding that the optimum performance of the inspection team was recorded despite limited resources available in the province.
The chief minister emphasised that it was the responsibility of the officials to assure proper utilisation of the resources for public because the government has allocated hefty funds for development schemes.
“It has been observed in the past that development projects delayed due to improper utilisation of resources. Later, officials submitted documents of the projects which did not exist on land,” said the CM.
Stressing on the need of monitoring mechanism to assure corruption-free projects, Kamal said that the provincial government ensured timely completion of development projects and established monitoring mechanism for protection of public resources.
He added that CMIT’s funding and human resources needs would be fulfilled on a priority basis.
During the meeting, the chief minister was also briefed on the performance of the Chief Minister Delivery Unit (CMDU), which included monitoring of e-filing systems, file tracking system and implementation and development of projects.
It was also informed to the meeting that recruitment process under the CMDU, Human Resource Management, ACR, development portals are being developed which will computerise all the government system.
Kamal was also briefed that in the first phase of computerisation, domicile and local certificates were being digitalised and it would be soon launched in Lasbela District.
The chief minister directed to introduce a public portal to provide information and awareness to the public on easy access to the government.
He also directed to initiate Short Messaging Service through which the public could review the performance of government departments.
“It will be possible to review the performance of government department through the establishment of E-government. The government will distribute the best performance certificates to the employees on a monthly basis,” said the chief minister. (with additional input from APP)
