LDA to tighten regulations for housing schemes

Meeting reviews proposed amendments to rules of 2014

The Lahore Development Authority (LDA) has decided that no residential scheme may be started without prior permission from the authority and its master plan must be presented to the public before the launch of the scheme.

This was highlighted by LDA officials while giving a briefing to Punjab Minister for Law, Parliamentary Affairs and Social Welfare Basharat Raja. Punjab Minister for Housing Mian Mahmoodur Rashid, LDA Director General Sumair Ahmad Syed and other senior officials were also present in the meeting.

The meeting reviewed the proposed amendments to the LDA Private Housing Schemes Rules 2014 and the draft LDA Land Use Rules 2020. LDA officials said that no other scheme under a name already in the LDA record can be started, however, further phases can be made and in each scheme, while keeping at least 7% area open, planting trees and construction of sidewalk will be required.

An amendment has also been approved that the internal roads’ width of the housing schemes in Lahore should be at least 50 feet and in other districts 25 feet.


It is mandatory for low-income housing schemes to allocate 5% open area, 2% land for a cemetery, 2% for commercial and 2% to 10% area for public buildings. The size of apartments will be confined between three marlas and 10 marlas.

The maximum height of a building should be 60 feet and the minimum width of roads will be 15 feet.

Other residential housing schemes will be required to allocate at least 20% area for flats or plots of 3-5 marlas.

To stop benami properties, it is necessary to inform the LDA of the onward sale or transfer of each plot. The new amendments will prohibit the advertising or marketing of any type of housing scheme before the payment of required fees and fulfilment of other vital conditions, LDA officials highlighted.
