Incest allegation: Golra SHO directed to register FIR, hold inquiry

Bibi had earlier accused her father of sexual assaults, death threats.

A court Wednesday directed Station House Officer (SHO) of Golra Police Station to lodge an FIR and investigate allegation of incest against a man.


The petitioner Razia Bibi*, a resident of Golra, had filed a writ petition before the Islamabad High Court (IHC) on July 9 seeking the registration of an FIR against her father Liaquat Ali for incest.

Chief Justice Iqbal Hameedur Rehman directed SHO Qasim Niazi to register an FIR against the accused and investigate the matter.

Earlier on June 29, the petitioner filed a 22-A application before the Additional District Judge Raffat Sultan Sheikh, against her father for sexually assaulting and attempt to murder her; when the court dismissed her case, she approached the IHC.

The accused Liaquat Ali, SHO Golra Qasim Niazi, Deputy Attorney General Tariq Mahmood and a large number of civil society activists, including Tahira Abdullah, were present at the court during the hearing on Wednesday.

The petitioner’s lawyer Faisal Khan maintained that Liaquat Ali is involved in incest with his 18-year-old daughter, but the police was reluctant in lodging an FIR against him.


He informed the court that several applications were sent to the police after which an FIR for the recovery of arms was filed against him. “The real issue was ignored,” he said.

He informed the court that Razi Bibi* is at the women crisis centre, after her father threatened to kill her.

Meanwhile, the council for the accused Arif Khan argued before the court that this is family dispute and allegations against his client were baseless.

“District Court had already dismissed their application which indicates the allegations against my client are baseless,”’ said the lawyer of the accused.

He contended that Ali wanted to marry his daughter to his nephew, but she refused. Upon her resistance she levelled incest allegation against him.

“This is an issue of humanity and I requested you to not to proceed till the report of DNA test arrives,” he added.

After instructing the SHO to register a case, Chief Justice IHC Justice Iqbal Hameedur Rehman disposed the case.
