In K-P, establishment division says retirement bill flawed

Urges govt to amend the bill passed to ensure it fulfils requirements

Even though the Khyber-Pakhtunkhawa (K-P) cabinet and the provincial assembly have passed a bill to increase the age of retirement for civil servants from 60-years-of-age to 63-years-of-age, the provincial establishment department has written a letter the “Civil Servant Amendment Act 2019” is flawed.

A letter from the establishment division, exclusively available with The Express Tribune on Wednesday said that the establishment department had noted flaws in the bill and shared them with the Law Department.

The letter state that the vetted amended bill contradicts the cabinet’s decision, as the qualifying age of the retirement is 25 years while compulsory retirement under the punitive clause is 20 years, so the amended bill will need to be corrected as it did not fulfil the requirements of the provincial government.


The letter called for further amendments in clause A section-13 (1) and urged the law department to insert Clause B in the amended act, under which a civil servant could obtain retirement after completing the 25-years-of-service or attaining the age of 55.

The K-P government had decided to enhance the retirement age in a bid to lower the burden on the public exchequer.
