Working hard for the money: Sukkur to spend half of its budget on govt staff salaries this year

A pittance of Rs400m to be spent on new scheme, education gets a large share.

Sukkur district will spend half of its budget paying government employees next year. Out of the Rs4.8 billion budget, Rs2.5 billion will go to salaries.


The surplus and tax-free budget of the Sukkur district for the financial year 2011-2012 was presented by the district administrator and the district coordination officer (DCO), Inamullah Dharejo, in the committee room on Monday afternoon.

The DCO said that the total outlay of the district budget was Rs4,759.495 million, while the projected expenditure is Rs4,757.665 million and thus total savings will be Rs1.82 million. He said that the indicated they will get Rs4 billion from the Sindh government as a single-line transfer, which means in layman’s terms, “no questions asked”. Sukkur expects to receive from the Sindh government its share of the agricultural Octroi Zilla Tax worth Rs57.218 million.

While talking about the expenditure, the DCO said that the district government has allocated Rs2,487.1 million for salaries and it will spend Rs394.139 million on the non-salary component. The total allocation for the annual development plan is Rs1,119.53 million. Out of this Rs519.53 million has been allocated for 416 ongoing schemes and Rs400 million has been allocated for new schemes. He added that Rs110 million has been directed towards the provision of natural gas to villages and Rs100 million have been kept for the citizen community board schemes.


The DCO said that the salaries of employees have been increased according to government policy. The school specific non-salary component of the district government has increased more than six-fold, from Rs7 million to Rs48.415 million. Within this, Rs11 million has been allocated for books, stationery and computers for the district libraries and for the 32 girls middle schools.

According to him, the grant in aid for IBA, Sukkur has been increased from Rs1.5 million to Rs5 million, while Rs720,000 have been allocated to 20 students for merit-cum-poverty scholarships.

Two hundred and fifty-nine new posts for doctors and paramedics have been created and the budget for medicines has increased from Rs13.98 million to Rs15.338 million. The DCO said that funds of Rs1.6 million have been allocated for two ambulances and Rs5 million has been kept for the purchase of an ultrasound machine and other machinery.

The DCO announced that a sum of Rs2.5 million has been kept for cultural festivals such as cattle shows.

The fund for disaster management has been increased from Rs13 million to Rs15 million. Besides this, he said, Rs500,000 has been allocated to the Jahez Fund for workers’ daughters.
