RAWALPINDI: The employees at water tax recovery cell of Rawalpindi Cantonment Board (RCB) and people coming there for tax payment are going through torture working in an office with a tin roof.

The tin roof heats up in scorching heat turning the office into a huge oven, people coming there told The Express Tribune.

The RCB authorities have shifted recovery cell in the ground adjoining the cantonment office.  Apart from oven hot environment, a generator has also been kept under same roof while the visitors and employees have to deal with its humming sound during electricity outage hours.

In such trying circumstances all employees gather opposite to the only room-cooler in the entire hall and perform their paper work. In this regard, the citizens visiting the cell said that there were air-conditioners in almost every room in board’s office however the public dealing department of water recovery was left at the mercy of blistering heat.

They complained that not even a water cooler was installed for public.

The one-window operation system of cantonment board to resolve public complaints on spot has apparently failed.

The CB Care Centre was established in a newly constructed building in Shah Balut park to facilitate the residents on matters relating to property and TIP taxes, water and sanitation, building plans, and death and birth certificates.

An executive officer, two additional executive officers and an assistant secretary seem to have no time for hearing public complaints .The citizens are experiencing no change in their fate as they still face difficulties to get their issues resolved. The applicants keep making rounds in the building to find the related officials who are always found busy in a meeting.

Recently, the care center issued notice for organizing an open court to listen to public grievances and its timely resolution however it remained limited to announcement only.
