
Ten sub-inspectors of Islamabad Police have challenged the deputations of senior police officials in their department.
In a writ petition filed before the Islamabad High Court (IHC), the petitioners contended that the Secretary Establishments and Ministry of Interior have posted police officers Imtiaz Lashari, Ehsanullah, Raja Rahat, Parveen Fatima, Babar Mumtaz and Sajid Khan on deputation in Islamabad Police, while the petitioners, who rank senior and have been serving in the force for many years, have been denied their due promotions.
The petitioners’ lawyer, Syed Muhammad Tayyab, informed the court that the petitioners had already been recommended by the Departmental Promotion Committee for promotion to the rank of inspectors and medically examined.
Chief Justice of IHC issued notices to Secretary Ministry of Interior, Secretary Establishment Division, Inspector General of Police (IGP) and Chief Commissioner Islamabad and sought their comments.
The petitioners are: Sub-Inspectors Muhammad Bashir, Abdul Majeed, Muhammad Jalil, Abdur Rehman, Syed Saghir Abbas, Muhammad Nazir, Muhammad Aslam, Muhammad Aslam Kalyar, Qaisar Niaz, and Jamshaid.
The lawyer maintained that Islamabad Police has no shortage of officials and many officers are waiting for their due promotions since many years. He argued that according to the Police Service of Pakistan laws, no officer should be sent on deputation unless they have completed three years services in their parent department after returning from deputations. However the latest appointments ignored this rule, which made the deputations “unlawful”.
The petitioners appealed that they be granted their due promotions and the new appointments to be invalidated.
