PMDC president, head of a private clinic issued notices

Petitioner alleges clinic administering illegal drugs to addicts.

Islamabad High Court (IHC) on Wednesday issued notice to the head of a private clinic, giving him two weeks to respond to charges of administering illegal medication to drug addicts.


The court also issued a notice to Pakistan Medical & Dental Council President Dr Syed Sibitul Hasnain for allegedly failing to take action in the matter.

Abid Khan, a psychologist, filed a writ petition before the Islamabad High Court (IHC), claiming that Syed Ali Azhar, head of Emaan Clinic, administers unsanctioned drugs to drug addicts.


He alleged that Azhar administers Naltrexone to heroine addicts and Disulfiram to alcoholics. These drugs, he added, have not been approved by the Ministry of Health and have claimed the lives of many patients.

He alleged that Azhar is also involved in performing surgery on patients, despite the fact that he does not have the Fellow of the College of Physicians Surgeon degree and is not authorised to perform surgical procedures.

He contended that he had approached PMDC in 2009 against Emaan Clinic. He alleged that PMDC has conducted just one hearing in three years, that too in the absence of PMDC President Dr Hasnain. “For last three years, only one hearing was held, which indicates the non-serious attitude of PMDC,” he said.

The petitioner alleged that Azhar’s degrees, Consultant Addition Psychiatry USA and Consultant Addiction Medicine USA, were fake and not registered with PMDC.
