The petitioner's counsel, Advocate Anand Kumar, argued that fake domiciles and Permanent Resident Certificates (PRCs) were being issued all over the province. He said that domiciles for Karachi were being issued without considering the address written on the CNIC and employment given on the basis of these fake domiciles was depriving the local residents of their rights since 2008.
A two-member bench comprising Justice Muhammad Ali Mazhar and Justice Agha Rashid issued notices to all parties and sought a written response by May 21.
