Education boards gear up for intermediate exams
Ban imposed on unauthorised persons, cheating materials, photocopier machines near centres

Higher Secondary Education Board Karachi has announced the dates for the annual intermediate examinations of Class XI and XII. The 2019 Higher Secondary Certificate (HSC) Part I and II will begin on April 15 and continue till May 9. Over 215,800 students will sit for the exams.
Pre-medical, pre-engineering, science general, home economics, medical technology groups exams will be held in the morning shift. Around 122,000 students will sit for these exams from 9.30am to 12.30pm. In the evening shift the exams for commerce regular and commerce private groups will be held from 2pm to 5.30pm for which around 94,000 students will sit.
Ensuring smooth conduct
A total of 188 centres have been established for the intermediate examinations of 2019. Of these 103 centres will be operational in the morning shift while 85 will be operational in the evening. A total of 59 examination centres have been declared sensitive of which 32 centres belong to the morning shift and 27 to the evening shift.
Chairperson of the higher secondary education board, Prof Inam Ahmed, said that all preparations have been made to ensure transparent conduct of examinations. Prof Ahmed said that letters have been written to the home department, additional chief secretary of the provincial universities and board department, secretary of the college education department, director-general of Federal Investigation Agency, Sindh, Karachi commissioner, Rangers director-general, Inspector-general of police, K-Electric and the Karachi Water and Sewerage Board to ensure basic facilities at the centres during the exams and to ensure law and order as well as security. The provision of continuous electricity and water has also been instructed.
The administration of the examination centers have been directed to provide the candidates with all basic facilities during the exams.

Curtailing cheating
According to Prof Ahmed, special arrangements are being made this year to prevent cheating. Two monitoring cells have been established in the offices of Karachi commissioner and the Higher Secondary Education Board Karachi. Teachers, parents and students can contact the commissioner cell at
0300-2992728 and the inter board office monitoring cell at 021-99260235 for any complaints.
To raise awareness against cheating, Prof Ahmed said that posters have been displayed at all examination centres. The posters apprise parents and students that electronic devices, mobile phones, and/or any cheating material are strictly prohibited in the examination centres. It will be regarded as violation of law and legal action will be taken against those who violate the law.
Prof Ahmed said that the board has formed one highly authorised vigilance team and three super vigilance teams comprising senior teachers who will tour the examination centres and inspect the examination process. This has been done to prevent the use of unfair means during exams.
The highly authorised vigilance team includes the Directorate of Inspection and Registration of Private Institutions Director General Dr Mansoob Hussain Siddiqui, Director General of Colleges Prof Qazi Arshad Hussain Siddiqui, and Director of Colleges Prof Syed Majid Ali. Of the three super vigilance teams, one team will carry out surprise inspections of government higher secondary schools, second will visit government colleges and the third will visit private colleges and higher secondary schools.
These teams will conduct surprise visits and examine the facilities as well as the examination process.
Supply of exam papers
Besides, the Sindh college education department has constituted two Sindh secretariat vigilance committees to monitor the examination process.
Central control officers have been appointed to ensure the secure and timely supply of exam papers to the exam centres, and to take the answer books to the board office. Vigilance officers have also been appointed to keep a continuous check on the exams at the centres.
According to Prof Ahmed, central control officers have been asked to the ensure that the centre superintendent - the principal, and vigilance officers are present at the time the question papers packets are opened, and their signatures are taken. This is to avoid the leaking of papers prior to the exams.
Prof Ahmed informed that a letter has been written to the cyber wing of the FIA to keep an eye out for suspicious WhatsApp groups so that the use of unfair means during the exams can be reduced.
Minister promises better facilities for labourers’ children
Section 144 imposed
Section 144 will be imposed around the examination centers during the exams. According to this, the use of mobile phones, photocopier machines and the entry of unauthorised persons in the examination centers will be prohibited.
If a student is found to be in possession of a mobile phone during the exam then the student’s paper will be cancelled or the student will be declared ineligible to sit for the exams for three years, as per the law for using illegal means for cheating.
As per the instructions of the higher officials, vigilance officers, central control officers, centre superintendents, examination staff, teachers and students will not be allowed to take mobile phones, tablets, iPods, laptops and other electronic devices inside the premises.
Locating centres
Prof Ahmed said that according to the decision of the steering committee, it will be mandatory for all professors to perform examination duties. Like the previous year, the addresses of all examination centres will be provided through the global positioning system (GPS). Students can find the correct address and the location of their examination centre by entering the GPS number given on their admit cards at www.google.com.
