PM Imran asked to settle CDA, IMC dispute
Senate panel chair says provision of requisite funds, notification of rules can resolve crisis

A Senate panel has expressed its anger over the two civic bodies of the federal capital and their inability to resolve any differences between them despite the passage of nearly four months.
It has thus forced the chairman of the committee to write to the prime minister and urged him to intervene.
The matter of administrative, financial and legal disputes between the Capital Development Authority (CDA) and the Islamabad Metropolitan Corporation (IMC) was taken up in a meeting of the Senate Standing Committee on Interior on Tuesday at the Parliament House with former federal interior minister Senator Rehman Malik in the chair.
During the meeting, Malik said that he was hurt because, despite the fact that the panel conducted multiple meetings over the issue to resolve all outstanding issues between them, no progress has been made thus far in this regard.
He added that the matter was taken up in the meeting held on November 8, 2018, when both CDA and IMC had been asked to resolve their issues and submit a report to the committee.
However, he said that IMC Mayor Sheikh Anser Aziz always reported about the lack of cooperation from CDA with the IMC. Malik said that such non-cooperation was not in the interest of the federal capital or the people living there.
Expressing his anger, Malik said that the committee has noticed that no serious effort has been made to resolve the issues being faced by the IMC.
As a last resort, Malik said that he has written a letter to Prime Minister Imran Khan to come up with a solution to the outstanding problems between the two institutions.
“I would like to draw your attention to a matter referred by the Senate House to the Senate Standing Committee on Interior to resolve certain disputes between (Metropolitan Corporation Islamabad (MCI) and Capital Development Authority (CDA),” Malik said while quoting the text of the letter. Further, Malik said that the issues between the CDA and the IMC had been referred to the committee by the Senate. The matter was further referred to the interior ministry secretary and a sub-committee was constituted under the Leader of the House in Senate Senator Shibli Faraz.
Subsequently, the subcommittee unanimously recommended on November 8, 2018, to nominate Senator Faraz as the co-coordinator and Senator Ateeq Shaikh as member with the CDA, the IMC, the interior ministry, the finance ministry, the Establishment Division and other stakeholders to resolve all issues within a week and to notify the rules of the IMC as purposed by the interior ministry.
Malik concluded that the provision of the requisite funds and issuing a notification for IMC’s rules could avert the imminent catastrophic situation of the corporation.
But the matter persists, the former interior minister lamented.
He added that he has now requested PM Imran to personally look into the matter and resolve the disputes between CDA and IMC to avoid public inconvenience.
“This dispute is affecting the efficiency of the CDA and IMC as well,” Senator Malik added and hoped that the PM will help end the differences between the two organizations.
