LDA establishes special counter of PLRA
PLRA is going to provide the facility at all four districts like Lahore, Kasur, Sheikhupura and Nankana Sahib

In order to ensure early issuance of No Objection Certificate (NOC) to plot owners, the Lahore Development Authority (LDA) has established a special counter of the Punjab Land Record Authority (PLRA) at its One Window Cell in Johar Town.
LDA Director General Amna Imran Khan and the PLRA DG Muhammad Aslam Rao jointly inaugurate the facilitation counter on Wednesday.
Speaking to the media, LDA DG said the counter will provide online property documents verification facility to citizens and help in minimising public complaints. After setting up this facilitation counter, she said, the authority has been able to get online access to the PLRA database. The service will go a long way in facilitating the people who had to face many hardships and wait for ages to get their land record documents verified by the revenue officials, she added.
After availing the facility, she told reporters that the authority will have online access to the land record of plots situated in its housing schemes and verification of land ownership, fard, mutation, registry, and other such documents will be achievable in minimum possible time.
Khan said the authority has already signed such an agreement with Lahore Metropolitan Corporation for online verification of land record of properties situated in the MCL's jurisdiction. She said 154 land record centres were already functioning across Punjab while efforts were being made for setting up another 102 centres at different locations.
As per city developer's regulations, an NOC is required for all property related transactions, like transfer of plots and sale and purchase of plots in the LDA's jurisdiction. Obtaining an NOC was from the city developer was a cumbersome task for citizens as it took 4 to 6 months for the issuance of the NOC.
The PLRA and LDA are working together in line with the vision of the government to facilitate the general public and to improve the ranking in doing of business.
The PLRA in collaboration with LDA is going to extend its service to the premises of LDA. PLRA is going to provide the facility at all four districts like Lahore, Kasur, Sheikhupura and Nankana Sahib. Through this initiative, now there is no need to send the fards or mutations for verification to the Arazi Record Center.
Speaking to The Express Tribune, a citizen Adnan Manzoor said he had applied for an NOC for the sale of his 5-marla house in Township area. "Almost three months have passed but the authority hasn't issued an NOC. I have visited LDA's officer several times. Earlier, the authority had asked the revenue department to provide details of the payments and now officials sitting at the One Window Cell have given him another demand notice for the payment of Rs3,000."
Another citizen, Muhammad Baksh, said his son had submitted an application for issuance of an NOC around four months ago but hasn't got the required certificate as yet. After visiting LDA offices for nearly a dozen times, he said, he was informed by officials that documents of their property were not available with the authority. "LDA staff has asked me to give some more time as they are trying to locate our property documents in the old record," he said. The government has invested millions of rupees in land record automation but still citizens have to face such difficulties, he lamented.
