RAWALPINDI: The 375 public schools of district Rawalpindi are deprived of permanent headmasters and headmistresses. The unavailability of permanent heads in primary, middle, high and higher secondary educational institutions of the city has brought administrative system of the schools to a standstill. The senior subject specialist teachers working in these schools have been given additional charge of school heads. Consequently, they work as both teachers for their classes as well as perform duties as the administrative heads. However, the most senior teachers of the schools do not abide by the transition and do not fully present their subordination to the temporary heads and do not follow their orders, which in turn disrupts the coordination required for efficient functioning. In Punjab, the system for school administration has been managed on an ad hoc basis for the past 10 years. When a head of the school meets retirement or is transferred, his position is not assumed by permanent headmaster or headmistress.
