CM Kamal seeks white paper on use of PSDP funds

Agrees with opposition parties that Balochistan remains deprived due to lack of proper utilisation of funds

QUETTA: On the demand of opposition parties, Balochistan Chief Minister Jam Kamal Khan has given directions for releasing a white paper on the utilisation of the Public Sector Development Programme (PSDP) funds in the province in order to detect flaws in it and remove them.

The instructions were given during a Balochistan Assembly session on Monday after leaders of the opposition parties highlighted flaws in the use of PSDP funds in Balochistan.

They were of the view that when billions of rupees were being allocated every year for development projects then why was the province still in a deprived state.

The assembly session, presided over by Deputy Speaker Babar Musakhel, witnessed a heated debate over the use of funds.

On the floor of the house, the chief minister said, “Suggestions over PSDP given by all members will be taken seriously because we want to run this honourable house with dignity and respect. We all have to pursue a peaceful mechanism instead of disturbing the environment like our predecessors did.

“From the very first day, the provincial government has been making earnest efforts for better utilisation of PSDP funds and discussed it in the assembly also. We want to prepare provincial PSDP following rules and regulations.

“If we succeed, it will be in the vast interest of the people of Balochistan.”

Kamal issued instructions for the release of white paper on the PSDP funds to detect flaws in its utilisation, saying, “It is the only thing that kept Balochistan deprived.”

Vowing to bring change in the province, he said that they were selected for the purpose.

Parliamentary leader of Balochistan National Party-Mengal Sanaullah Baloch said, “When people of Balochistan are deprived of basic necessities despite release of billions of rupees under the PSDP, then we must hold the provincial government responsible for our backwardness.

“After reviewing the release of PSDP funds for all constituencies, many flaws have been detected in its basic structure. These flaws must be sorted out immediately to save public fund.”

Sana said following the example of Punjab a planning and development board must be constituted to restructure the PSDP funds’ utilisation process.

Minister for Population and Welfare Sardar Abdul Rehman Kethran said, “The opposition members must share their written suggestions over the PSDP so the government can start reviewing them and make changes accordingly for the benefit of the people.

“During CM Kamal’s visit to the Makran Belt, it has been revealed that despite spending billions of rupees on water supply in Gwadar, it is not worth drinking. The dilapidated structure of Makran depicts the performance of the previous government.”

BNP-M’s Ahmed Nawaz Baloch urged the house to probe the release of Rs7 billion for development projects in his constituency, saying, “The Saryab neighbourhood of Quetta was deliberately neglected by the previous government as still people lack drinking water.”

On the healthcare situation at Sheikh Zayed Hospital, Nawaz said, “The hospital is being run without machinery and equipment forcing people to visit private hospitals.”

Drawing the attention of the house towards burgeoning issues of Quetta, Pakistan Tehreek-e-Insaf’s Mubeen Khilji said, “Unfortunately in PSDP funds, Quetta has been neglected due to which today the city has turned into a hub of problems. Without taking into account the increasing population, we cannot bring the change we promised to the people of Balochistan. People of Quetta need parks, underpasses, flyovers and playgrounds.”
