Central Selection Board: 159 bureaucrats denied promotion over three years
Officials cite negligence of the record keeping department.
ISLAMABAD:
The Central Selection Board (CSB) promoted 334 civil servants, while dismissing cases of 159 bureaucrats for promotions over the past three years.
According to documents available with The Express Tribune, the board promoted civil servants working in various departments after conducting 17 meetings.
During the same period, it rejected cases for promotion, citing reasons ranging from incomplete documentation to non-participation in mid-career management courses.
However, officials in the establishment and cabinet divisions said that various civil servants had mainly been denied promotions over the years because of negligence of the department dealing with the service records of civil servants.
The department, officials said, failed to produce relevant record and sometime they even did not deliberately submit proper documents before the board, they explained.
“I have been denied promotion for three years because of the negligence of officials concerned…they failed to complete documentation on time,” said a bureaucrat seeking anonymity.
He said that 65 officers of District Management Group (DMG), Office Management Group (OMG) and Police Service of Pakistan (PSP) were denied promotions because of similar reasons in a CSB meeting held on February 27, 2009.
The board, the official said, did not consider cases for promotion of 62 officers because of multiple reasons in May last year while cases of 32 civil servants could not be considered this year, he added.
Citing a directive issued by the then prime minister Shaukat Aziz (a letter No.41 dated December 31, 2007), he said that it called for considering the record of all civil servants for promotion.
Their service record should be completed in a timely manner by the department concerned, the directive added.
According to documents obtained by The Express Tribune, over the past three years, 191 bureaucrats of district management group were recommended for promotion in 2009. As many as 84 civil servants were recommended for promotion during the past year, while 59 bureaucrats were considered for promotions this year. However, senior bureaucrats, who took part in CSB meetings, told The Express Tribune that as many as 60 bureaucrats did not meet the criteria laid down for promotion.
“They gave wrong facts…and did not submit their complete service record before the board,” said a senior official.
Despite incomplete record, it was pointed out, these officials were recommended for promotion and likely superseded once in 2009 and again this year, he added. However, the Establishment Division’s spokesperson, Aftab Jamal, said that the “CSB always recommended bureaucrats for promotion on merit”. Incomplete service record and court cases might be “reasons behind dismissal of their (bureaucrats’) cases,” he added.
