Decides to devise mechanism for distribution of water among provinces

Prime Minister Imran Khan will inaugurate the ‘Pakistan Cleanliness Movement’ on October 7 after the four provinces and the Centre on Monday agreed to undertake the new initiative.
A decision to this effect came during a meeting of the Council of Common Interests (CCI) chaired by Prime Minister Imran Khan.
The meeting, attended by chief ministers of all the four provinces and others, discussed a seven-point agenda ranging from issues related to health, water and energy to discussion on launching a national cleanliness drive in the country.

The countrywide cleanliness drive is part of the Pakistan Tehreek-e-Insaf manifesto.
Chairing a CCI meeting for the first time, Prime Minister Khan urged the provinces to work in harmony with one another in order to settle all pending disputes between the Centre and the provinces. He assured the provinces that the federal government would meet their just demands without wasting any time.
Another important item on the CCI agenda was the harmonisation of standards and their enforcement between the Pakistan Standards and Quality Control Authority (PSQCA) and the provincial food authorities.
The provincial food authorities have been working in isolation, have not been synchronised with each other as well as the federal government. Resultantly, it depicts lack of coordination and slow pace of the outcome.
The CCI discussed how to bring all food authorities on the same page for better performance and quality control. It decided to form a committee having representation from all four provinces, AJK and Gilgit-Baltistan to look into legal requirements to establish a one-window facility under the administrative control of the PSQCA to ensure uniformity in food quality and standards.
The CCI also constituted a task force to streamline the regulatory functions of the federal government.
In order to ensure a uniform higher education system in the country and to improve coordination among provinces and the federal government, the Higher Education Commission (HEC) has been given one month to finalise its recommendations and present a comprehensive report in next meeting of the CCI.
And to improve education standards in Balochistan, the HEC has been directed to coordinate with the provincial government and suggest ways and means to achieve the target.

During the meeting, the prime minister announced that the facilities required for early diagnose of cancer will be extended to the Balochistan government.
The meeting also discussed in detail a request from the Sindh province regarding provision of extra water to Karachi. The CCI forwarded the request to the National Water Council which will present its report on the issue in the next meeting.
The meeting also decided to devise a comprehensive and clear mechanism for distribution of water among provinces.
The provinces and the Centre agreed over the implementation of AGN Kazi formula on the net-hydel profits. K-P and Punjab have asked for extra money as hydel profits. The matter has been referred to a committee to work out modalities in this regard.
