Over 80,000 arms licenses issued from 2008 till date

Offici­al says no licens­e is pendin­g with the Federa­l Interi­or Minist­ry for approv­al.

ISLAMABAD:
At least 83,679 arm licences were issued from February 2008 till date, out of 92,542 applications submitted with the Federal Interior Ministry for Non-Prohibited Bore (NPB).

An official of the ministry said that no licence is pending with the ministry adding that the National Database and Registration Authority (Nadra) has developed a state of the art highly secured arm licence management system for issuance of computerised arm licences.

He said that computerised arms licence card is a legal identity document, having highly secured material being used in current computerised national identity card.

He said the system will provide transparent and authenticated issuance of arm licence to applicants and remove chance of fake licences.

He added that the card is printed on a chemical substrate which is the same as used in the production and preparation of the current Computerised Pakistan National ID Card (CNIC).


He said that the weapons for which licences are permissible have been categorized as Non Prohibited Bore (NPB) & Prohibited Bore (PB) for which computerised arms licence will be issued within 15 days of receiving the demand note from the applicant. The licenses will be valid for a period of five years, he added.

The demand note, a secured paper with multiple security features, is being issued to the applicant four days after receiving the duly filled application which is followed by verification of his/her CNIC and other quality control checks.

He said the process would be systematic and transparent including approval of Ministry of Interior (MoI), and a Secured Weapon Procurement Authorization (demand note) is generated with an encrypted barcode.

Nadra ensures production and distribution of cards and generate instant reports for management decision while a web portal for the Interior Ministry is also being made for the reporting of arms licences issued, he said.

The application forms are received at Nadra center with fee in cash after which the scanning and data entry of the application form is being done.

He said Nadra is responsible for feedback generation to the ministry and applicant, if form is rejected. Nadra issues cards to new applicants and process applications for modification and renewal of the card, he said, adding that NPB licence is being issued to only those security companies which have the approval from the Ministry of Interior.
