Naqeebullah case: JIT unable to trace those who aided Anwar in escaping, hiding

JIT unable to interrogate Anwar properly, were too occupied with PSL final in Karachi

The new Joint Investigation Team (JIT) formed to probe the allegations against former Senior Superintendent of Police (SSP) Rao Anwar could not find the personnel who aided and assisted Anwar escape and remain in hiding.

Anwar is a prime accused in the Naqeebullah murder case, and surrendered himself to the Supreme Court (SC) last week, and is currently on a 30-day physical remand in Karachi.

During the initial interrogation, the team was unable to gather information on the people who helped him. According to Express News, a member of the JIT, on the condition of anonymity, said that the members were at cross roads during the interrogation because they were unable to properly question Anwar. The Pakistan Super League (PSL) final held in Karachi required much attention and planning which sidelined the Anwar interrogation.

The team is now set to interrogate Anwar with full attention. However, the short investigation conducted after Anwar’s physical remand bore no fruit.

Previously, the report that Investigation Officer (IO) SSP Abid Kaimkhani submitted to court contained the challan filed, investigation conducted and evidence found, and the video of a witness. Based on these, Anwar was accused of not only killing 27-year-old Naqeebullah Mehsud, but of staging a fake encounter which led to the death of four others. The video of witness head constable Shehzad Jahangir proves that Anwar lied about not being informed of said encounter, and also refutes claims that Anwar wasn’t present on site, the report tells.

Jahangir, who was previously arrested on the basis of data records, has been included in the challan as a witness. He says in the video that he researched on the works of former Station House Officer (SHO) of Shah Latif Amanullah Marwat. He used to craft messages for Marwat who would then forward them to his team.


In the video, Jahangir says that on the eve of January 13, he received a call from Marwat asking him to come to the Shedi Khan goth area of Karachi. When he arrived there, Marwat along with Assistant Sub Inspector (ASI) Gada Hussain, head constable Mohsin Abbas, head constable Sadaqat Ali Shah, constables Raja Shamim, Rana Riaz, Shakeel and Bahadur were already present. After 10 minutes, a hoard of vehicles arrived at the scene, including bullet proof cars, police mobiles and private cars. Anwar, former SHO oh Sohrab Goth Shoaib Arif Shooter, ASI Khair Muhammad, head constable Faisal and sub inspector Anar Khan and other police officials got off and went and stood next to the poultry farm area. The bulletproof car stopped at the entrance of the farm and five men walked out of it.

These men were hooded, Jahangir said, and the police officials escorted the five men inside. Former Deputy Superintendent of Police (DSP) Qamar Ahmed Sheikh also arrived at the scene. After a while rounds of gun shots were heard outside, Jahangir added. After this, they began to fill paperwork regarding the four killed including Naqeebullah. Later, ambulances and the media arrived at the scene where Anwar and DSP Qamar briefed the personnel on the successful encounter which led to the death of four Tehreek-e-Taliban Pakistan (TTP) terrorists, and that arms and explosives were also recovered from them.

According to this statement, Anwar, Qamar and the rest of the team were actively involved in the killing of Naqeebullah and four others. The investigation team, in its challan, said that Anwar had kidnapped Naqeebullah and four others, killed them in a staged encounter, and that Anwar played a key role in creating fake documents to make them look like terrorists.

According to the evidence gathered against Anwar, and the proof that members of the previous and current JIT have found and collected, Anwar is likely to face harsh legal consequences.

Sources reveal that the new JIT will soon submit their progress report in court, the previous report is already present there. The court will decide Anwar’s fate based on both the reports and a verdict shall be announced in the light of the evidence. There may be differences in the reports by the two JITs formed, but there can be no inherent contradictions.

Sources also reveal that AIG Aftab Pathan was the head of the previous JIT and of the new one so there is no chance that Pathan would afford contradictions in both reports headed by him.
