Elections for the local government would be held in the year 2012, empowering representatives at the union-council level under the devolution plan, said Karachi DCO Muhammad Hussain Syed.
The DCO further said that financial leakages and loopholes in the local bodies system could not be plugged overnight and it would take time to eliminate malpractices. He stressed that individual acts are insufficient to end the widespread corruption and a collective effort is required.
He disclosed that in the local government system, there is no ‘Annual Confidential Report’ criterion due to which the concept of reward punishment is absent and none of the officials fear any demotion or delayed promotion.
While acknowledging that the City District Government Karachi (CDGK) is facing drastic financial difficulties, the DCO said that the elections would not affect its cash flow situation.
