FBR promises refund payments from next week

Member says all legitimate issues of exporters will be resolved

All legitimate matters of exporters in the hands of the Federal Board of Revenue (FBR) will be resolved on a priority basis, said FBR Member Inland Revenue (Operations) Khawaja Tanveer Ahmad.

During his visit to the Pakistan Hosiery Manufacturers & Exporters Association (PHMA), he said that the FBR recognises the imperative roles of exporters to enhance Pakistan’s exports and uplift the economy.

He said that the payments against approved Refund Payment Orders (RPO) shall be released from next week, and for the deferred cases, a committee will be formed to revisit legally admissible cases for payments. Several refunds are pending on technical grounds that need rectification at claimant/exporter level.

On the request of PHMA, Ahmad agreed to provide access of the FBR system to PHMA enabling its members to check their deferred claims of the last five years. He emphasised on taxpayers’ education and stated that the FBR has dedicated department for taxpayers’ awareness.

The FBR official also advised members to file withholding tax statements. He appreciated that the private sector has discharged its tax liabilities promptly while the response from public sector was not up to the FBR expectations.

Also speaking on the occasion, Pakistan Apparel Forum Chairman Jawed Bilwani drew the attention of the FBR member toward the issue of exporters’ sales tax refunds that are lying pending.

Bilwani also pointed out that several RPOs were issued, but cheques were not received. The RPOs are not issued of carry forward refund claims as there is no existing mechanism to process such claims, details of deferred cases are not available as such deferred cases should be catered manually and after verification should be cleared, in this a system should be made.

Despite of submission of refund claims, the FBR is not issuing new RPOs. The process of applying for zero-rating of sales tax on utilities is cumbersome and needs simplification.
