Most private housing societies violated approved layout plans: CDA report
CDA submits survey report in IHC, noting some schemes did not obtain NOCs

Most of the private housing schemes in the capital have built on land meant for public amenities.
This has been revealed in a survey report which the Capital Development Authority (CDA) submitted to the Islamabad High Court on Thursday.
The CDA report — regarding violations by housing schemes for which CDA had approved layout plans and issued no-objection certificates (NOC) in Zone-II, IV and Zone-V — said that housing schemes had been built on plots meant for schools, parks, mosques, graveyards, community centres, sewerage treatment plants (STPs), hospitals, telephone exchanges, water reservoirs, community clubs and health centres.
These plots were converted into residential plots in violation of the layout plans approved by CDA.
The report further reveals that land meant to act as car parks for main commercial areas have been converted into commercials plots, whereas planning for road network has also been changed.
The IHC had on September 26 asked the CDA Building Control-II (BCS-II) to prepare a report on different cooperative housing societies and towns which have been provided NOCs and their layout plans have been approved and to point out which plots, reserved as amenity plots, but now are being used for commercial activities.
The CDA formed a survey team with BCS-II Director Shafi Marvat heading it. They conducted a detailed survey of housing societies within Islamabad.
The report noted that as per ICT Zoning Regulation 1992, the Islamabad Capital Territory (ICT) had been divided into five zones.
