BHC bars implementation of ‘unapproved’ PSDP schemes
Allows provincial government to implement all other ongoing schemes

The Balochistan High Court (BHC) has restrained the provincial planning and development department from implementing any scheme under the Public Sector Development Programme (PSDP), which has not been approved according to the rules and regulations.
A division bench, comprising Justice Jamal Khan Mandokhail and Justice Nazeer Ahmed Langove, of the BHC passed the order on Friday on a constitutional petition filed by Mohammad Alam Mandokhail and others, asking the chief secretary and his subordinates to restrain from implementing any unapproved scheme mentioned in the PSDP.

The court allowed the provincial government and the respondents to implement all other ongoing schemes, barring just the ones which were not approved.
The court also ordered enhancing the allocation of the schemes of the last fiscal year before their implementation.
The petitioners claimed that some of the PSDP schemes were not approved as per the directions of the Supreme Court and all required rectification by the competent authority before their implementation.
Petitioner Mandokhail made a direct reference to the Youth and Medical Support Programme to block its allocation of funds.
The planning and development department’s additional chief secretary sought time to review all the schemes in order to rectify them according to the law and rules of business.
Advocate General Amanullah Kanrani assured the honourable court of strict compliance with the court orders.
