NIC scam: NADRA responsible for identity theft?

Challan was issued on an NIC that had been turned in to NADRA.

An Allama Iqbal Town resident has claimed that an old national identity card (NIC) that he surrendered to NADRA had been misused by someone with the help of a NADRA official, The Express Tribune has learnt.


Mian Nouman Ilyas said that a challan was issued against his old NIC. He was informed of the challan by a police officer after the Model Town court issued a final warning of action against him at the next hearing. Ilyas went to the court, paid the fine and got his old NIC back.


Ilyas said he had turned the old NIC to NADRA in 2010 because as he had aged his picture was not easily recognisable and he had problems while travelling. He said he got a new NIC made in 2010.

He said his old NIC was used by someone driving a Toyota Hiace, licensed to a Muhammad Laik Khan of Datta Khail tehsil, Khyber Pakhtunkhwa. Ilyas said he had no idea who this person was and was surprised how his NIC had left the NADRA office. He said he had no idea what other use had been made of his old NIC. Ilyas said that an NIC being given away in this manner was a huge security lapse. He wondered how the traffic warden had given a challan on an NIC that did not match the face of the person who presented it.

He said he had served a legal notice on NADRA and demanded Rs20 million.
