UET remains at war with HED over postings

The University of Engineering and Technology (UET) Lahore has once against referred the matter of unlawful appointments to its Syndicate which ordered a personal hearing with the officials. On the other hand, the Punjab Higher Education Department (HED) has given the varsity seven days to remove the said personnel.

The Punjab HED and the UET Lahore have been at loggerheads over the issue. The university maintains that under its statutes, only the Syndicate and the Selection Board were the competent authorities to make appointments against these posts.

The Punjab HED had, in three separate letters, urged the UET Vice Chancellor to remove the registrar, deputy registrar and controller of examination from their posts.

It called the appointments and promotions of the said officials as unlawful or irregular.

The matter was pointed out by HED Special Departmental Accounts Committee (SDAC) on January 25, 2016, while UET maintained the authority to appoint or remove these senior officials rested with its Syndicate.

However, in another letter to the UET Lahore, the HED again asked the university to remove the three officials. “The case was analysed by the higher education department at length and advice was also sought from the secretary (regulations), services and general administration department.

He observed that the phrase BS-17 or equivalent or above prima facie connotes public sector experience. Hence, the private sector experience cannot be considered while making said appointments under the UET statutes.”
