Punjab Police is all set to introduce an Electronic Traffic Violation Management System and License Penalty System. The aim is to ensure an intelligent traffic management system throughout the province.

Punjab DIG Traffic Farooq Mazhar claimed the system would be at par with international standards like any other developed country.

Under it, an online record of violations of a driver would be maintained. An electronic device will calculate these points and issue violation tickets. Every violation will have certain point penalties and authorities can cancel a driving licence from three months to two years.

On violations amounting to 20 points in the first year, the driver will be stopped from taking the wheel and his/her licence will be cancelled for three months.

During the second year, the violator will be banned from a driving vehicle and the licence will be cancelled for six months on violations of up to 16 points.

In the third year, the licence will be cancelled for one year and a ban on driving will be imposed on violations of up to 12 points.

During the fourth year, licences will be cancelled and a ban on driving imposed for one year in violations up to 10 points.

The same punishment will be awarded for violations during the fifth year and inwards. The system will be connected with the Motor Registration Authority.


In case a violator does not pay the fine, he or she will not be able to get their documents updated. Every violation ticket carries the record of previous violation points which can also be updated online.

A violator, on repeated cancellations of their licence, will be required to appear for a driving test and repay the fee. At this stage, classes for driving training and traffic rules awareness will be mandatory.

Mazhar further said the department sent a proposed draft to the Law Department for amendments in Traffic Police Rules. The proposed draft will be presented before next the cabinet committee Meeting for further proceedings.

Under the new system, if a death has been caused in a road accident due to a traffic violation and police find the violator guilty during investigations, his or her licence will remain suspended for two years even if the violator reaches an agreement of reconciliation with the aggrieved family.

The licence will stand cancelled until court proceedings are completed in the case. If the court finds the violator guilty in the case, police can cancel his/her license up to five years. Under the system, the licensing authority will summon the violator after his punishment period is over and they will appear for another driving test.

Mazhar claimed the new e-challan penalty point system will help reduce accidents and maintain a smooth flow.

To get these plans up and running, work by City Traffic Police Lahore and Punjab Safe City Authority is already under way. Installation of CCTV cameras at 71 locations will help capture traffic violations more effectively.
