A citizen filed a petition on Monday, challenging the Civil Administration Ordinance 2016 which gave authority to commissioners, deputy commissioners and assistant commissioners over elected local body representatives of Punjab.
Petitioner Mehmood Akhtar Naqvi stated that law and order, police and financial matters were given to commissioners and their subordinates under this impugned ordinance.

He added it ignored the authority of public representatives. He said it was a violation of Article 140 of the Constitution and amounted to the negation of democracy on the grass-roots level.
He also alleged the ordinance was introduced with the aim of getting favourable results in the upcoming general elections. He requested the court declare ordinance null and void.
