Performance ranking in K-P: 27 MPAs stayed mute in the house for three years

Twenty-seven lawmakers from both the opposition and treasury benches have remained silent in the Khyber-Pakhtunkhwa Assembly for the past three years without so much as participating in the legislative or non-legislative process, a report released by the Centre for Governance and Public Accountability said on Tuesday.
In overall performance recorded from June 2013 to 2016, Awami National Party (ANP) lawmaker Syed Jafar Shah emerged as the most impressive member over the last three years. Pakistan Muslim League-Nawaz (PML-N) parliamentary leader Sardar Aurangzeb Nalota and Jamiat Ulema-e-Islam-Fazl (JUI-F) lawmaker from Buner stood second and third respectively in the performance ranking.

Similarly, Mufti Said Janan of JUI-F stood fourth and Muzaffar Said of Jamaat-e-Islami (JI) bagged the fifth slot in the ranking made by the non-governmental organisation Centre for Governance and Public Accountability (CGPA).
The CGPA, on Tuesday, released its first-ever report on the K-P Assembly’s legislators performance, ranking and analysis based on the data collected from the assembly’s website. The ranking has been made on the basis of legislators participation in legislative and non-legislative business in the house including the number of questions asked, bills tabled, privilege and adjournment motions moved along with resolution and call attention notices submitted and passed from the assembly by the lawmakers.
ANP’s Jafar Shah has tabled 2 bills, asked 189 questions, moved 4 privilege motions, 19 adjournment motions, 23 resolutions and 109 call attention notices.

In the party-wise ranking on the basis of contribution, the JUI-F stands at the top followed by Pakistan Tehreek-e-Insaf (PTI), PML-N and ANP. The assembly has a total of 124 members, including 22 women on reserved seats. Twenty-seven of these 124 members have not asked or moved any question, resolution or motion in the house in the past three years. Mufti Said Janan of JUI-F has asked the highest number of questions, 391, in the three years followed by his party colleague Mufti Fazal Ghafoor with 331 questions.
Executive Director of CGPA Muhammad Anwar told the participants about the making of the report and the challenges they faced. He said that they have launched a website www.legis.pk which will be regularly updated and the ranking will vary with the updates.
