The bench, headed by Justice Abid Aziz Sheikhm, sought a reply from the CDGL by May 13, the next date of hearing. The bench issued this notice on the petition of Hamza Khan.

The petitioner, through his counsel Hamza H Rashid, submitted that under its policy of killing stray dogs, also known as Dog Killing Campaign, officials of CDGL had killed over 50,000 animals unnecessarily on the basis of some epiphany best known to them.
He said CDGL officials lacked the power to do so. He said the action was in violation of The Pakistan Prevention of Cruelty of Animals Act, 1890 and also ulta-vires to the Constitution.

The counsel said the petitioner challenged the campaign before a single bench of the LHC which dismissed it. He filed the ICA against the order of the single bench. He prayed the court restrain the respondent from killing stray dogs in absence of by-laws.
