ISLAMABAD: The Capital Development Authority (CDA) has cancelled the acting charge of two assistant directors in the building control section.
The civic agency noted that assigning temporary charge of higher posts without prior approval of the competent authority and due process from the Human Resource Development (HRD) directorate was a gross violation of CDA’s employee service regulations 1992 and bears no administrative standing.
According to CDA, the HRD had issued orders directing both assistant directors of the building control section to work as inspectors after their acting charges were cancelled.
Muhammad Sohail and Arif Jamil, both BPS-16 inspectors in the building control section had been given the acting charge of assistant directors (BPS-17) by the department.
The CDA had earlier directed that all such temporary charges had been withdrawn.
In this regard, the acting charge given to BCS-I Assistant Director Muhammad Ayub as deputy director, and Assistant Director-III Khalid Khokhar, as deputy director BCS-III, had already been withdrawn by the HRD.
CDA Member Administration Yasir Peerzada had said that the administration was trying to streamline administrative affairs of the civic agency in addition to discouraging violation of rules.
Earlier on February 10, the HRD had issued a circular wherein it expressed the concern that different formations had issued administrative orders according acting charge to its officials. The department noted that such charge did not have any legal standing. This circular was sent to all departments of the CDA and Islamabad Metropolitan Corporation.
Moreover, all departments were directed to discontinue the practice of granting additional charge and withdraw any order in effect.
Since that order over two weeks ago, additional charge from around 41 employees of different pay scales in the civic agency had been withdrawn.
Further, the Municipal Administration department cancelled acting charge which it had ordered and temporary charges from 37 employees working in the department were withdrawn.
The employees from whom acting charges were withdrawn included Karamatullah Khan, Gulsher Ahmed, Raja Abid Ali, Rafaqat Zaman, Kosar Abbas, Muhammad Azeem, Mukhtar Saleem Rana, Muhammad Tariq, Qazi Javed, Muhammad Ishfaq and Asad Bashir.
