Rs251 billion spent on law and order

Islamabad police cost the exchequer Rs8 billion during the last three years.

Pakistan spent over Rs251 billion to maintain law and order during the last three years, but its civil forces have experienced only limited success in fighting terrorism.


“A sum of Rs90 billion was incurred in maintaining law and order in 2009-10,” Interior Minister Rehman Malik informed the National Assembly on Wednesday.

A sum of Rs48 billion was allocated to Punjab, Rs1.8 billion to Khyber-Pakhtunkhwa (KP), Rs1.8 billion to Gilgit-Baltistan, Rs445 million to Islamabad Capital Territory (ICT). Sindh received only Rs236 million, substantially less than the federal capital, and Balochistan, Rs200 million to fight the insurgency and curb general lawlessness in 2010, according to Malik’s written statement presented to the house.

An amount of Rs145 billion was spent in Punjab alone to maintain law and order in the most populous province. Over Rs94 billion was spent on account of salaries for custodians of the law deputed in 36 districts. A sum of Rs23.9 billion was spent on recurring expenses for the police force.


Around Rs61.8 billion were incurred for the Police, Rangers and other paramilitary forces in Sindh, the interior minister informed the house replying to a question of MQM MNA Shagufta Sadiq.

Some Rs33 billion was spent on the Police and other paramilitary forces to maintain law and order in KP from 2007 to 2010.

The Islamabad police cost the national exchequer Rs8 billion during the last three years out of which Rs6 billion was spent on account of their salaries and other allowances.

A sum of Rs2.5 billion was spent on Gilgit Scouts, Rangers as well as for police in Gilgit-Baltistan from 2007 to 2010 to control law and order.

The government spent Rs640 million on the maintenance of law and order in Balochistan from 2008 to 2010, yet lawlessness is prevalent in the province. People have demanded of the federal government to curb the rising incidents of violence and trace missing persons in the province.

Malik in response to another question informed the house that the interior ministry earned Rs1.95 billion by issuing 128,201 arms licences in the past three years. Over 45,116 prohibited bore and 83,085 non-prohibited bore arms licences were issued from 2008 to 2010. The revenue from arms licences amounted to Rs338 million in 2008, Rs1.4 billion in 2009 and Rs142 million from June to December 2010.
