Unenthusiastic: Govt’s restructuring process remains slow
Only six out of 56 recommendations for transfer of functions, depts implemented

The government appears to be very slow in the restructuring process as only a few functions and attached departments of different ministries and divisions have been transferred to other divisions, a process aimed at addressing anomalies and avoiding the overlapping of functions.
The Cabinet Committee on Restructuring had made 56 recommendations for the transfer of functions of attached departments of different ministries to other divisions during the tenure of the current government, but only six recommendations were implemented.
The issue was taken up in a meeting of the committee, held on November 11, which reviewed the progress on implementation of its decisions taken in March 2015.
The committee came up with a suggestion that Finance Minister Ishaq Dar, who headed the restructuring body, should use his office to get approval of the prime minister for the recommendations.
The Cabinet Division secretary, while briefing meeting participants on the implementation of recommendations, said the 56 recommendations made by the cabinet body for the transfer of functions/attached departments of different ministries and divisions were sent to the prime minister for approval on April 3, 2015.
However, the premier’s approval was still awaited in most of the cases and six recommendations had been implemented on an individual basis with the PM’s nod.
Under the restructuring process, he said the National Health Information Resource Centre and the Federal Dental and Medical College Islamabad along with the Federal General Hospital had been transferred to the National Health Services, Regulations and Coordination Division from the Cabinet Division.
The National Book Foundation had been transferred to the National History and Literary Division from the Cabinet Division whereas the Human Organs Transplant Authority was transferred to the National Health Services, Regulations and Coordination Division from the Capital Administration and Development Division.
The restructuring body had recommended that the academy and boards should be transferred to the Federal Education and Professional Training Division from the Information, Broadcasting and National Heritage Division.
