The panel said Gandapur wanted to record his statement before an anti-terrorism court. However, his lawyers said the leader had apprehensions about being arrested by the police.
They urged the court to grant protective bail to Gandapur so he could appear before the trial court.
The bench, headed by Justice Abdul Sami Khan, allowed the bail until September 23, restraining police from arresting him.
