At least seven people were killed in Upper Dir, Khyber Pakhtunkhwa as their vehicle came under attack on Monday evening.
A passenger vehicle was targeted through an IED at Manay Gaat near village Badar Kani, police said.
Occupants of the vehicle were leading elders including elected representatives of local government, who visited the area to resolve a dispute between two groups over road construction in the area.
Five policemen injured in Swat blast
"The bomb in fact targeted Malik Mutabar Khan, the pro-government elder and peace committee head, who was not present in the car at the time of the explosion," Yar Muhammad, a local police official, told AFP.
"It was just by chance that Malik Mutabar Khan got out of the vehicle at a nearby place before the explosion," Muhammad added.
Rescue activities were in progress until the filing of this report.
Earlier on June 16, a hand grenade blast in Lower Dir killed a 10-year-old girl and injured three of her family members in the Sori Pao village of Lal Qila tehsil. The children were playing with the grenade and took it home where it exploded.
