Moving on up: PM approves induction of PCS officers into PAS

PESHAWAR: Prime Minister Nawaz Sharif has approved a proposal of the Establishment Division to induct Provincial Civil Service officers
into the Pakistan Administrative Service (PAS).

The prime minister’s office sent a letter on May 12 to the Establishment Division Islamabad secretary, stating that the prime minister has seen and was pleased to approve the summary for the induction of Provincial Management Service (PMS)/Provincial Civil Services officers into PAS with certain modifications.

The letter, a copy of which is available with The Express Tribune, reads that any officer fulfilling the prescribed criteria will be eligible to apply for the induction examination that would be held by the Federal Public Service Commission (FPSC) for which the nomination of the relevant provincial government will not be required. However, the officer will have to get a no-objection certificate (NOC) from the provincial government.

Only those candidates will be eligible to apply who have a minimum blood count (performance evaluation score) of 75% and at least three ‘very good’ performance evaluation reports (PER) with no ‘average’ on the PERs in the five years immediately preceding the year in which the application for the FPSC examination is made.

Evaluation

The letter further reads that during the induction, at least 80% weightage would be given to the written portion of the FPSC examination, while 20% to the interview.

“The passing standard in the FPSC examination will be a minimum score of 40% in each individual paper/interview along with a 50% minimum aggregate score in the written portion.”

Failure in either the interview or the written portion will be deemed to be a failure in the examination as a whole.

As an affirmative action, 7.5% quota reserved for merit in CSS shall not apply in this case. The letter mentions distribution of the induction quota which is 2% each to FATA and Balochistan, 1% each to Gilgit-Baltistan and Khyber-Pakhtunkhwa and 1.5% to Sindh.
