Special treatment: Junior officers enjoying seniors’ perks
The government has flouted all the rules in order to promote these officers

As some officers suffer the government’s wrath, others reap benefits from its favourable policies. A list available with The Express Tribune identifies four junior officers, Farrukh Habib, Rahim Shaikh, Ahmed Bux Chumro and Rafidduin, who have been promoted from grade 19 to 20 against the rules. “The government has flouted all the rules in order to promote these officers,” said a senior bureaucrat in the Sindh government, requesting anonymity. He added that the Supreme Court had ordered the transfer of 109 officers working on deputation in various government departments, but the directive is yet to be implemented.
Sindh Chief Secretary Muhammad Siddique Memon stated in court recently that all officers working on deputation have been de-notified and a list [regarding the action taken] had been presented before the apex court. However, the ground realities tell a different story as most of the officers in the provincial government continue to be non-cadre officials or working on deputation basis.
