Petitioner seeks ban on two-stroke motorcycle rickshaws

Lahore High Court (LHC) Chief Justice Ijazul Ahsan on Friday granted time to the chief secretary to reply to a petition seeking contempt of court proceedings against him for not deciding an application seeking a ban on plying of two-stroke motorcycle rickshaws in the city.

On February 15, the chief justice had issued a notice to Khizar Hayat Gondal directing him to file a reply. On Friday, a request was made on behalf of the chief secretary that some time be granted to file a reply. The chief justice accepted the request and ordered that Gondal reply to the petition until March 29.

Shahid Mahmood had filed the petition submitting that uncontrolled plying of motorcycle rickshaws in Lahore was a great hazard to the environment. He submitted that mostly under-age and untrained drivers having no licence rode the rickshaws which he said led to road accidents and traffic jams.


Mahmood said that the Lahore Clean Air Commission was established 10 years ago. He said the commission had sent its recommendations for controlling air pollution to the authorities concerned but they were yet to be implemented.

He said he had filed a petition seeking implementation of the recommendations. He said the court had directed the chief secretary to decide the petition in a month. He said that several months had passed but the matter was yet to be resolved. He requested the judge to take action against the chief secretary for not complying with the court order.
