Efficient and faster: Vehicles registration goes online
The website will be the hub of the new system being introduced by the department.

Got a new vehicle? Go online and get it registered - no need to go through the hassle of waiting in long queues for hours anymore.
The Excise and Taxation Department of Islamabad Capital Territory (ICT) administration has introduced a much-awaited computerised system for registration and transfer of vehicles.
Sources inside ICT told The Express Tribune that in response to the many public complaints, the authority decided to replace the old manual system with the new computerised one. It is expected that Interior Minister Rehman Malik will formally inaugurate the new set-up soon.
Officials added that the new system will also help eliminate irregularities found in the issuance of liquor licenses and registration of vehicles. They said that presently the department was probing irregularities in the processing of some 10,000 liquor licenses. Around 60 cases of fake registration of vehicles are also under scrutiny.
Dr Ehtisham Anwar, who is heading the department, when contacted by The Express Tribune, said that there were some loopholes in the old manual system due to which people faced difficulties. He added that under the manual system complaints of irregularities by the public had become “a routine matter”.
The soon-to-be-introduced online registration will do away with these problems.
“The new system is efficient, transparent, safe and secure. To ensure transparency the department has also launched a website,” Dr Anwar said.
Adding on, Dr Anwar said that his department was going to introduce modern “secure numberplates” for vehicles in the coming days. These revised numberplates will have a watermark, a secret serial number, hologram and security mark.
Chief Commissioner Islamabad Tariq Mahmood Pirzada told The Express Tribune that they were striving to make the Excise Department “people-friendly”.
“We are civil servants and it is our obligation to provide a friendly environment to the people,” Pirzada said, adding that the department would be made into a role model for all excise and taxation departments in the country.
The department has also established a one-window facility, an exclusive counter for women, senior citizens, disabled people and retired government servants, Pirzada said. “It is to provide convenience to the people under one roof.”
One of the “important initiatives” taken under the new system, according to Dr Anwar, was the filling and generation of forms electronically by the staff, which had eliminated the role of “tout” (middleman).
“Previously, the forms were filled by customers manually, which led to quite a few problems,” he said.
The department is also a main source of finance for the national exchequer. Despite lapses, the department generated Rs1.4 billion last year.
He said that under the new system, the staff deputed at each counter would quickly process the relevant documents on the computer and dispose them of quickly without wasting time.
The department has also established an Information Desk for the guidance of customers. Similarly, a helpline service has also been launched for
the people.
The new system also introduces Data Verification Services, for online computerised verification of particulars of registered owners of vehicles.
“The department has also introduced a system of scanning documents on the computer and sending the original documents to the owners within one week at their door steps through a courier service,” he added.
